Concepcion Elected Chairman of the Executive Committee of MSMED Council

Presidential Consultant on Entrepreneurship – Go Negosyo’s Founding Trustee Joey Concepcion has been elected as the Chairman of the Executive Committee of the reorganized Micro Small and Medium Enterprise Development (MSMED) Council. The new MSMED Council was reorganized under the revised Magna Carta for Micro, Small and Medium Enterprises Development or Republic Act 9501.

The MSMED Council is still chaired by Secretary of Trade and Industry Peter Favila. Mr. Concepcion, who is one of the private sector representatives to the Council, was also elected Vice Chairman in the recently held meeting. Other members of the Council are the Secretaries of Agriculture, Interior and Local Government, Science and Technology, Tourism, and the Chairman of the Small Business Corporation, and private sector representatives from the labor and banking sectors.

Concepcion said that “this appointment only strengthens the synergy and partnership between the government and the private sector, allowing us to integrate our valuable resources and expertise to effectively help the micro, small and medium entrepreneurs. For the past three years, our Go Negosyo advocacy has relentlessly pushed for activities that would build a positive and entrepreneurial culture among Filipinos. Our forums, expos, TV shows, print publications and website centered on how we can inspire, educate and empower Filipinos to become better entrepreneurs, and all these with the help of committed and successful entrepreneurs and mentors in our community, the corporate supporters and partners in government. We were fortunate to be a part of the working MSME Committee headed by Secretary Cerge Remonde, that aimed to consolidate as well the efforts of over 30 government agencies and corporations in promoting the interest of the MSME sector.

“We shall promote the greater involvement of banks, particularly the rural banks and micro finance institutions, not only in providing funds but other possible business support such as financial and basic business mentoring, being the front liners in dealing with the micro SME borrowers. We can strengthen the trainors training programs to cascade this assistance faster. We would also encourage more dynamic local government leaders, the governors and mayors to be the ‘Negosyo Champions’ in their respective areas and build on the framework of entrepreneurship development we follow at the national level, whereby government agencies and private sector associations work together in providing greater support to the MSMEs, such as entrepreneurship training, assistance in product development, marketing and finance, as well as creating venues for networking, forums, and mentoring, as we push for more innovative entrepreneurs in the country”, Concepcion added.

The new Magna Carta now covers Micro enterprises, in addition to the previous law that centers on SME’s. It has also increased the mandatory allocation of loan portfolios of banks to this sector, from a total of 8% (6% for Small and 2% for Mediums-sized firms) to 10% (8% for Micro and Small and 2% for medium-sized firms). The new MSMED Council shall accelerate the development and implementation of plans and programs for the MSME sector.
